Well, I'm up. After fiddling with the 3.1 upgrade all morning, I have finally gotten past all the problems and am up and running.=
I was able to get out of the dish setup loop by turning off ADDLOCS and NOPHONE. Don't ask me why it worked. Haven't a clue.
After getting to the menu, I did a complete CLEAR. After that went thru, it brought me to the dish setup process again. And again, I got stuck in that loop. Turning on ADDLOCS and NOPHONE cleared me out again.
Then I found myself being caught in that mode where detecting sat signal stopped at 100% after a slow crawl thru the 90%s.
I then caught a post from Suprezap about deleteing everything in the /var/hack/xPlusz dir, plus the mvchannels related stuff in /var/hack.
That is what got me up and running fine. I don't have any locals and nothing mvc related has been replaced in the relevant directories. But I am not going to play with locals until tomorrow.
To sum up. If you are having any problem with getting past the sat setup or detection screens and you think it might be locals related, try deleting everything in /var/hack/xPlusz and anything locals or mvchannels related in /var/hack.
I can't promise success, but it did work for me.

Just a small addition. I don't know how relevant it is. When I tried to run mvchannels.tcl reset thru BASH, I got the syntax error I posted to Darkwing. When I ran it thru the remote, it seemed to work fine.
