Is it possible to determine what locals are being received thru console access?

Yes it is in the channel linup database. You would need a script to look through the StationTMS.

You can also walk through the mfs database or more easily just use the chanel guide option under tivoweb. If you look at the guide output, scroll to the bottom. There listed are your local stations (if you have any).

Note this technicaly does not tell you what the tivo can recieve, just what it was set up to tune to.
