I don't mean to sound rude, but it might help if you take a look at the locals sticky located at the top of this page. If you still can't find it, try the search function.

You skipped some steps, upgrading to 2.5.2 or 3.1, midupdate, clear program data.
A serial cable is required, to upgrade with kraven's tivolator (the way I describe on my website) they aren't hard to make, and even easier to purchase at www.9thtee.com
I beleive you can do the upgrade by pulling the drives as you did for extreme with superzaps 2.5.2/3.1 upgrade, see here:http://www.dealdatabase.com/forum/showthread.php?s=&threadid=21070

I tried a workaround with a clean installation of 2.5Xtreme and the 2.5.2 upgrade that seemed to work for getting my locals. I first installed 2.5Xtreme and let it flash the EEPROM in the DTivo and rebuild the database. What I did not do was connect the satellite cable to the inputs on the DTivo so it never received any guide data during the initial Xtreme setup. I pulled the plug when it tried to acquire the satellite info and then performed the 2.5.2 upgrade in my PC. When I hooked everything back up to let it update itself, the locals came right in since it was building the guide data from scratch for the first time with 2.5.2 installed.
I may have inadvertently confirmed that this works because I just Xtremed a new Hughes GXCEBOT and I connected the sat lines during the initial bootup and EEPROM flashing sequence. I let it acquire the guide data before I upgraded to 2.5.2 and now I don't have locals on thhe DTivo. I guess now I'll have to do a Clear Program Data & To Do list to get them to come in. One note - I activated the DTivo via the DTV website and specified it to mirror the service on my primary receiver which is a standard DTV receiver. It did indicate that I had locals and DVR service and the DVR features seem to be working fine so I have no reason to think the locals didn't get activated as well.
Sure enough, I was right. I went home to meet the appraiser (getting the house refinanced) and did a Clear Program Data & To Do list while I was waiting around and the locals came right in when it was finished.
