First time using Emule

This is my first time using emule, I am guessing it is called mule because of its speed. I have a high spped connection but am only downloading at 11KB/s and I have 165MB to download. Is this normal?

Yes. For you to download at 11KB/S someone has to upload at that speed. It doesn't take too much to swamp a DSL uplink. I just start it and let it run in the background.
