Attachment upload broken

I'm trying to upload a new version of the usb2 backport and I keep getting this php error from the server:
Fatal error: Allowed memory size of 8388608 bytes exhausted (tried to allocate 3038767 bytes) in /home/web/forum/includes/class_core.php on line 648.The attachment is large, but it is less than the 3MB limit for .bz2 files.
