I'm by no means an expert on avisynth, in fact I typically don't convert to DVD format, but here's some conversion scripts that have worked for me for DVD authoring at one point or another.

Note the XXX in the examples below are from whatever dgindex generated. I'm not sure how to handle this better...

For 720p OTA source with a 3:2 pulldown pattern:


LoadPlugin("NicAudio.dll")
