How to compile out2osd on PC

I want to compile a new version of out2osd that would allow column numbers greater than 33 for fonts smaller than the default.

I have Cygwin installed and working. I believe I have downloaded all support files needed per the readme with out2osd version 0.9.

I made what I believe is the necessary change to the source file.

Now, where do I extract the support files to and how do I actually compile the binary?
