How can I manually adjust for DST from a shell on Direct Tivo HD?

Manually select a different time zone via the menus to compensate for the change in start and end dates for the new DST. Switch it back after 3 weeks and you'll be in good shape. If you have the latest software version on the Tivo it should update automatically.

I'm in the eastern time zone and to "spring ahead" would mean going east one zone. The menu only has zones west of "eastern". Thats why I think I need to change it manually from a shell.

I don't want to connect to a phone line to get a software update.

You may just have to wing it for the next few weeks until DST catches up with your software. Your programs and season passes will still record fine but the guide data will be off by one hour. In other words, if a show normally records in a 9PM time slot, the guide data will show it starting at 8PM (i.e., the Tivo's clock hasn't moved ahead one hour yet so it will be one hour behind actual time). Not to worry because the Tivo's internal clock is also off by one hour so the Tivo and the guide are still in synch.

hackman has a fix, but it doesn't work on all software versions.
