I've found slightly higher speeds consistently with mfs_ftp/turbonet
tserver7 ~ 1.20 mb/s
mfs_ftp ~ 1.40 mb/s

Average after 5 minutes. Ty extractions.

Are you using a TiVoNet -or- TurboNet? If TiVoNet, what kind of card? I had a whole bunch of problems before replacing the 'very' old ISA card with a newer one. A friend had a similar problem too...
