This begs the question, why are you installing an outdated version of the DirecTivo OS? You need at least version 3.1 to work with any of the current access cards, IIRC.
Trying to upgrade an old Tivo IDE drive on a newer PC that's geared more for SATA drives can sometimes be an exercise in futility. Your best bet would be to see if you can get your hands on an older PC with two IDE buses. If you don't have access to one you can get one on ebay that has everything you need to hack a Tivo for next to nothing. I keep an old AMD single core Duron PC around for just that purpose.
